NAPTOSA and SADTU, side by side

Both NAPTOSA and SADTU are registered education sector unions. The two rows below are the facts each organisation publishes about itself, quoted from its own website. Where a figure could not be verified from a primary source it has been left out rather than estimated.

    What changed in 2026

    The 2026 salary adjustment

From 1 April 2026, public service salaries including educators increased by 4 percent, applying to salary levels 1 to 12 and to staff on Occupation Specific Dispensations. This gives effect to PSCBC Resolution 1 of 2025, whose CPI-linked formula set a 4 percent floor and a 6 percent cap; projected inflation came in below the floor, so the floor applied. The NAPTOSA membership fee for 2026 is R132.50 a month.

    Common questions

    NAPTOSA Western Cape, answered

How do I join NAPTOSA in the Western Cape?

Complete the online membership application, which takes under five minutes, and NAPTOSA verifies your employment and activates your membership within 48 working hours. The form collects your personal, employment, dependent, beneficiary and banking details, then you authorise the monthly fee. PERSAL-paid educators have it deducted from salary under PERSAL Table 139 Code 026. SGB, private school and other non-PERSAL staff pay by bank debit order on a date you choose. You then receive a welcome pack, membership card and member portal access.

    Who may join NAPTOSA?

NAPTOSA membership is open to school-based and office-based CS educators, public service employees, TVET and CET college lecturers, and non-educator support staff such as psychologists, therapists, nurses and general assistants. SGB-appointed and independent school educators join on the same terms and are represented in SGB and private school cases. Students enrolled in a recognised teacher education qualification may join at a reduced rate, and retiring members may move to the Associate category. Confirm student and Associate rates with the Western Cape office.

What does NAPTOSA do if I face a disciplinary hearing, grievance or unfair dismissal?

NAPTOSA assigns a trained labour relations officer to advise you, help prepare your response, and represent you at the hearing, at no additional cost. Cover extends to progressive discipline, grievances, disputes, CCMA, ELRC and Labour Court matters, and free legal advice on unfair dismissal, including for SGB and private school members. Never attend a disciplinary hearing without NAPTOSA representation. If you are summoned, phone the Western Cape office on 021 686 8521 immediately. Formal grievances must be lodged within 90 days.

How does NAPTOSA help with salary notch and REQV placement?

NAPTOSA members can raise an incorrect notch or REQV placement as a case, and provincial branches escalate faster than individual query channels through direct HR liaison relationships. Your REQV determines your starting notch: REQV 14 is standard entry, REQV 15 adds roughly 4 to 7 percent, and Masters or Doctorate levels bring further uplifts recognised at notch placement. A NAPTOSA Executive Officer for Conditions of Service covers salary, pension and membership queries. Members can also request the current notch tables from the Western Cape office.

How much are NAPTOSA membership fees in 2026 and how are they collected?

Membership costs R132.50 per month in 2026 for state-employed educators, including HODs and principals, and for SGB and non-PERSAL educators. This is the 2026 figure published in the NAPTOSA School Representative Toolkit. PERSAL-paid educators have it deducted from salary under PERSAL Table 139 Code 026; everyone else pays by bank debit order. Associate and student rates are set on application, so contact the Western Cape office.
